Pocket-hole joinery, or pocket-screw joinery, involves drilling a hole at an angle (usually 15 degrees) into one workpiece, and then joining it to a second workpiece with a special screw. Clamping is not required. Glue is recommended, but not necessary.
The type 17 point eliminates pre-drilling. It also prevents the wood from cracking and splitting.
